NOAA Effects of Sea Level Rise Program FY24 Funding Opportunity

NOAA’s National Centers for Coastal Ocean Science is pleased to announce the release of the fiscal year 2024 Federal Opportunity for our Effects of Sea Level Rise (ESLR) program.

For this opportunity, the ESLR Program is soliciting proposals to improve adaptation and planning in response to regional and local effects of sea level rise (SLR) and coastal inundation (storm surge, nuisance flooding, and/or wave actions) through targeted research on nature-based solutions (NBS), modeling of physical and biological processes, and testing mitigation strategies for implementation. The overall goal of the ESLR Program is to facilitate informed adaptation planning and coastal management decisions through funding multidisciplinary research that results in integrated models capable of evaluating vulnerability and resilience under multiple SLR, inundation, and management scenarios. The opportunity has two focal areas; General Coastal Resilience and Alaska Regional Coastal Resilience. A more detailed summary of the two focal areas can be found below.

Note that a letter of intent is required to submit a full proposal. The letter of intent (LOI) is due by 11:59 PM Eastern Time on November 13, 2023, while full proposals will be due by 11:59 PM Eastern Time on January 24, 2024. The LOI is for guidance purposes only, and all teams that submit a LOI may submit a full proposal. Summary of Focal Areas:

General Coastal Resilience 

The General Coastal Resilience focus area requests proposals that advance existing approaches to predictions of scenario-based change to shorelines and the vulnerability of coastal communities, infrastructure, and ecosystems, and that inform actions to mitigate risk or increase resilience. NCCOS expects to fund two to four projects for two to four years under the General Coastal Resilience focus area at a level of approximately $200,000 to $400,000 per year per proposal. All proposals must consider NBS approaches. 

Alaska Regional Coastal Resilience

The Alaska Regional Coastal Resilience focus area requests proposals that use newly available geospatial data to advance predictions of change to Alaskan shorelines, advance scenario-based modeling in the context of vulnerability, and/or inform actions to mitigate risk. NCCOS expects to fund one to two projects for two to four years under the Alaska Regional Coastal Resilience focus area at a level of approximately $200,000 to $500,000 per year per proposal. All proposals must consider NBS approaches.
